华东政法大学（华政）与欧洲法学会将联合举办2026 年华政－欧洲法学会法律研讨会，会议主题为 “人工智能良性发展的法治保障：国别经验与国际合作”。本次会议亦为欧洲法学会成立 15 周年纪念活动之一。会议将于 2026 年 10 月 10 日在上海举行，旨在探讨各国人工智能规制的国别经验，以及在全球人工智能治理中深化国际合作的可行路径。

The East China University of Political Science and Law (ECUPL) and the European Law Institute (ELI) are pleased to announce the ECUPL－ELI Legal Conference (2026) on the theme of “Legal Safeguards for the Beneficial Development of Artificial Intelligence: Nation-Specific Experiences and International Cooperation”, as one of the events celebrating the ELI’s 15th anniversary. The Conference will be held on 10 October 2026 in Shanghai, aiming to explore nation-specific experiences in AI regulation and the potential to enhance international cooperation in global AI governance.

当前，人工智能技术以前所未有的速度发展，而有效的全球治理体系仍呈现碎片化、不完整且缺少法律约束力的特征。在此背景下，国家成为构建与实施人工智能法治保障的核心主体。各国相关规制实践反映了不同的法律传统、治理能力、政策导向与社会价值。与此同时，人工智能系统的跨境属性凸显了加强国际合作与监管协同的迫切需求。因此，有必要深入研究各国在法治层面如何应对人工智能全球治理格局碎片化所带来的挑战，以及如何借鉴各国经验构建更为有效的国际合作机制。现诚邀各界学者围绕以下议题提交摘要及论文。

Since AI is advancing at an unprecedented pace and effective global governance frameworks remain fragmented, incomplete, and often non-binding, nation-states have become primary venues for developing and implementing legal safeguards for AI. These country-specific approaches reflect diverse legal traditions, institutional capacities, policy priorities, and societal values. At the same time, the cross-border nature of AI systems highlights the urgent need for enhanced international cooperation and regulatory coordination. Therefore, it is imperative to examine how national legal frameworks are responding to the challenges of AI governance in a fragmented global landscape, and how these experiences can inform the development of more effective international cooperation mechanisms. We thus invite submissions of abstracts and papers focusing on the following topics.

本次会议主题围绕人工智能全球治理缺位、国别规制路径、国际治理合作之间的互动关系，包括但不限于以下议题：

We invite submissions that engage critically with the interplay among global governance gaps, national legal responses, and international cooperation, including but not limited to the following topics:
